Not according to Eggs !

...it’ll be enough to know he’s nothing to do with Charlie. There is doubt about about Andrew‘s parentage and whether he’s a result of an alleged dalliance the Queen had with Lord Porchester (her racing manager) but I suppose it’s safe to say we know who his Mum is.

So much money is spent via Civil List we should at least know whether they are true Royalty.
