Pretty sure any muppet can say sanction. Let's be honest, it's not like he is coming up with these decisions on sanctions, or who in particular to sanction. I reckon somebody else could read the pre written script just fine.

Bet if things really kick off, we will see Boris announce the the public sector payrise of 2% and hope nobody notices anything
