In terms of impact on the country Cameron is streets ahead in recent times. His attempt to consolidate power with a completely needless referendum that barely anyone was calling for apart from people within his own party has put this country back decades. And all the rubbish that has come since it should be put on him.
(Not Covid obviously but any normal government would have had to deal with that too)
