It happend in Brunswick, Georgia. It literally says that when you play the video on the top left.

It was actually reported in the news back then. I saw it on several local and national stations.

The video was just released and there was a protest as a result hence why now its getting even more attention. The release of the video had now prompted the cops to do something.
