Thing is you arm teachers and the kids will use tactical armor like some of them have the past shooters have done.
Also what happens if a teacher gets so angry at a student that they pull their gun on them. It would just lead to other dangerous scenarios.

-govt purchased guns for teachers
-govt paid for NRA training (one would assume a yearly renewal)
