WAM Ras Al Khaimah, 21st June 2009 (WAM) -- Sheikh Ahmed bin Saqr Al Qasimi, Chairman of the Ras Al Khaimah Department of Customs and Seaports, has acquired 60 per cent of a leading English club of premier league Sheikh Ahmed will be the honorary chairman of the club.
More details about the deal will be announced at a press conference to be held within the few coming days.

I think the clue is in the press release. Three points.
1. They are only acquiring 60% not the whole club
2, Sheikh Ahmed will be the chair.
3. Leading prem club
Both strongly suggest to me the rs. They appear to have partly re-financed their debt, and this could be additional inward investment.
They current have no chair - could this person be taking over from Parry?
Leading is a subjective term, but it does sugget top 10 rather than bottom 10 or new arrivals. Given someone else's list of prem clubs, if its not the rs (which is where my money is on), then it has to be us, but the 60% suggest that it can't be us, its too odd a number and suggest additional investment not a takeover.
