He's not slow, he's considered.I wouldn't say so mate. Being thorough means following due process , taking reasonable precautions , and showing due diligence. Dithering and indecisiveness implies the inabilty to come to a decision , regardless or not whether the other 3 points have been fulfilled.

Perhaps a limit on 1st team players registered, which there currently is, but then a limit on 1st team players contracts, i.e. player reg is 25 in the Premier League and you are only allowed 30 1st team player contracts which is basically everyone under contract above the age of 21.

It's more about agents fees and signing on fees etc, I only recently discovered - the contract amortization works over the length of any contract and depreciates monthly from an accounting perspective - so that in itself wouldn't preclude a transfer prior to 1st July
Any money which gets shelled out on agents fees and signing on fees (which will amount to millions on any deal) is a one off cost which would have to be booked in this financial year if we finalise a transfer prior to 1st July, which we'd prefer to avoid, clearly and that's the main reason it's less likely we'd see something in this financial year.

We don’t know if anyone is dithering, but other Clubs are taking notice of our targets, scouting them, putting a bid in, sorting personal terms, and signing them, all before we decide to put an acceptable bid in.
Moyes was very meticulous in his signings, and the billions we have wasted since he left, shows it’s not a bad thing.I haven’t followed Moyes’ transfer dealings since he left Everton, but he was never the most decisive. So given that and us basically having a whole new recruitment structure, those expecting us to have a flurry of deals lined up for the start of July are going to be disappointed.
