Sure, but he’s still in charge of picking and setting up the team in a league where every single game can end up earning or costing you millions. And he’s never done that before.
There's reasons to believe that Brantford know what they are doing. They usually do things better than others.
They have a tradition for manager/coach scouting and a lot of coaches that has been involved at Brentford have moved on to bigger clubs. Arteta has recruited both set piece and goalkeeper coaches from Brentford. Andreas Georgson, once set piece coach at Brentford, moved on to filling similar roles at Arsenal, Southampton and Manchester United before he now joins Thomas Frank as assistent manager at Spurs.
Ten years ago the club hired Thomas Frank as Dean Smith's assistent because they didn't trust Smith to organize a good defense. And when Smith moved to Villa (where never managed to get the team sound defensively) Frank was promoted internally.
It will always be tough to replace Frank. Especially if they lose a few important players this summer. But the idea of giving the responsibility to a man they know and trust who also knows both the club and the players, makes sense. Even if he is likely to fail. Most managers get sacked.
And it has to be said that Andrews isn't only a set piece coach. He filled that position one year and he has coached for a decade.
