In other massively confusing news, Nicolas Pepe going to Arsenal means they have ended their interest in the Gremio winger Everton, however Everton is still likely to leave (and his spot will be taken by Pepê, a 22 year old Brazilian not the Arsenal one) and it’s possible that Everton’s new team will be Everton according to:

He was the find of the Copa America. A right footer that likes to play on the left, but I like Richy on the right anyway as he links up well with Seamus.

There's something about Everton playing for Everton. Plus what I saw of the Copa America I thought he had more about him than David Neres.
 
Does he negotiate the transfer fee, or does he just spot the player, or both?

I have no real idea mate, but, I think he does it all, look im a clueless biff, but if your asking me how I think it works, I imagine its like this :

Marco and Marcel sit down and discuss who they should bin
They then discuss where they think we need players
They decide on the profile of the player they want
Marcel goes off and looks at data, then he sends his scouts out to look, after reading reports and looking at the data he goes and has a look in the flesh
He then goes back to Marco, highlights the players strengths and weaknesses
They then pick 2 or 3 players between them, for each role needed
Brands then goes off and starts chatting to the agents
Then the players club
Then a deal is done
Somewhere in there Contract Dave does the legal stuff
Player signs

When he joined he was quoted as saying he was looking to play a 4-3-3 though.

“4-3-3, I can tell you. Of course, it is the system I have played more. One second season I used 4-4-2 and sometimes last season three at the back in some moments. But, 4-3-3 is my system, depending on my No. 6.”

He also said he was gonna build the team around Morgan Snides and has said how highly he rates Joe Williams.

Basically he lies, A LOT, when talking to media.

With a 433 with a single CDM when the full backs push up the field (which the undoubtedly will do) it becomes a 3 man back naturally. We were doing that with Schneiderlin towards the end of the season when Gomes was suspended

I saw somebody mention Bertrand Traore again on Twitter, think it was that EvertonFutbol account? Be gutted if we ended up with him compared to Zaha/Malcolm etc..

Not half mate I have watched him multiple times for Ajax and Lyon and bar obviously giving us a seeing to at goodison I’ve wanted to throw anything that not nailed down at him.

Frustrating and we are past that level.
 
....they reportedly had a bid turned down last week but were expected to come back with an improved offer. Apparently plenty of clubs interested at home and abroad.

I'd suggest he didn't have lots of offers.
