Koeman states one thing, Moshiri has stated otherwise - as per Talksport Interview- and Walsh has also stated differently - There lies the problem, a lack of responsibility, much easier to pass the buck.
A DOF has its merits and clearly works elsewhere, but going off whats in the public domain (Interviews etc) its clear there is a disparity in what rhe job/roles entail.

On selling John Stones to Manchester City and summer recruitment:
“The boy wanted to go. [Roberto] Martinez had promised him that he would go the following year. I still didn’t let him go until the manager said he could go. At the end of the day, I do what the manager wants. (...) The manager had seven names, and four of those we got.
It's almost like you don't put your entire transfer strategy and season tactics based upon trying to get ONE player in.

Sorry, Sigurdsson was also his other main target. Even AFTER he was told "no" and before he got Gylfi.

Not replacing Lukaku with the aim to ‘spread goals around the pitch’ has not worked.

Regardless of Rom’s goals, teams knew they had to deal with his presence and were kept busy...

None of this crap about ‘remove his goals and we would have finished 7th’.

Cannot believe the failure to get a striker in...I’d have took Defoe for Christ sake!!

Mahrez was a stroke of luck it seems.

I can safely say Sandro is no way suitable for this league, Klaassen definitely not, and Sigurdsson about 20 million overpriced. So that's 50 million wasted. Plus Rooney's 8 million wages,58 million plus about another 12 million for the other three mentioned players' wages this year.. 70 million and for what? That's not even mentioning Martina's wages, money wasted on keeping the likes of Besic/McCarthy who offer nothing and play in positions we're more than well-stocked in.. the inability to get rid of one of Stek or Robles.. not getting a striker in, or a centre back, or a backup for Baines or proper cover for Coleman, or signing a decent winger. Yes, Walsh has done a terrific job.
