The full quote does read as more a go a the board and not Walsh. I think he's saying hat him and Walsh idefntify the players and it's up to the board to get them in.

...mmm, slightly but importantly different to Dave's version.

Maybe we just don't have the funds he's been promised
...I don't think that's the problem, Ernie.
I hope not
....don't get me wrong, I dare say there isn't a bottomless pit of money but I don't think it's the reason that our player acquisition process isn't running smoothly.
Do you believe it's Kenwright or Elstone or both eggs? If so, I wonder why Moshiri, Walsh and Koeman seem to be powerless to let them continue negotiations when it was obviously a major issue during the summer.
...I'm best not answering the first bit.
I would think/hope Moshiri eventually generates cohesive internal governance processes but it might take time. Without naming individuals, some might be reluctant to accept a more passive role within the club. Change is never easy.
Looks like he's saying both he and the board know what we want, now Steve Walsh has to get the players in.
He;s basically accusing the DoF of falling down on the job, imo.
I fail to see why any club wants a DOF, all the successful British clubs have managers who decide who they want to play in the style they, could you imagine Clough or Ferguson being told to work with a DOF, just a waste of money.
The problem is demarcation, who is senior the manager or the DOF, who has the last word, this managerial format is an accident ready to happen, IMO there is going to be a disastrous clash between the two.
