Any knife (of any size) is deemed an offensive weapon if it used in a way that is deemed to be intimidating or threatening. If he's took it out, it's likely a crime.
The law allows people to carry a blade of 3" or less, including a folding knife, but again the caveat is the above and flick/lock knives are exempt.
You get the question of, "Well how can a chef move their knives around?" The law's simple - it has to be hidden and there has to be good cause to possess it.
It's no different to having a golf club under your seat in the middle of the night compared to having your golf clubs in the boot in the golf bag.
