No, this is incorrect. He's free to join any league outside MLS.

funny enough, i think that american sports are typically much more socialist than european leagues, with salary caps and trade restrictions, sort of counterintuitive if you think about it.

My thoughts exactly. Except I liked him whe he played for USA. It's that he was always a pompous player with LA but he plays differently with the US and now Everton.
