Suppose like, he could still have something inside his trainers supporting his toe though.
I've never had a fractured toe so I dunno, but surely him fracturing his toe doesn't necessarily mean he needs a cast on it after two weeks of healing. Just don't think the fact he's in trainers means he'll defo be back for the derby, it needs to heal fully.
Having said all that, I'm of the belief it's very minor anyway though and that the club are exaggerating it to surprise Liverpool when he's in the squad.

We was crying out for him and his movement/preventative runs today, instead we got Leon Osman who never played a forward pass all night and got caught in possession countless times, I think that was arguably the worst I have seen Osman play.
