Yes, because he's not even close to being fully fit and has been crippled for ages, not because Livermore is a better footballer than him.
"Ross has just not been fit. He went on the back of a long-term injury, quite a serious one, and only had a couple of matches really.
"So I don't think he's available for selection now anyway, so he's unfortunate in the way that has played out in this year in particular.
“It's going to be difficult for him I think to get the number of games he needs now. But we know he's a talented player."
....I fear Barkley’s career will be blighted with that injury. He might not be able to put a lengthy run of games together. Time will tell, but Everton may have dodged a bullet by not having him on a lengthy, big bucks contract.

That scar he got from the surgery made it look like a really bad injury, had no idea a hammy required that amount of slicing on the operating table !
...I remember Ian Snodin having the same scar following hamstring surgery and he never reached the same level of performance. Saying that, Snodin’s game was much more based on pace than Barkley’s.

And it's a Chelsea team that you would think will have a lot of money spent on it after a pretty underwhelming season. You wouldn't be surprised if they splashed out on a big name in Barkley's position from the WC.
