I'd hate to admit it because I never really liked him, but he'd probably have turned it round (similar to those really slow starts under Moyes still ending up being top 7).
 
Walker had no problems other than himself. He was given money and the same side won the FA Cup the year he left....

We finished 17th when he took over so the squad was pretty dire. Was too big a task for him. He did bring Big Dunc in though.

Koeman is on a different scale. Sold our best players, record transfer budget of any manager we've ever had....

Not in playing style but in recruitment yes. Walcott is actually a good addition and hopefully Tosun may yet be. Williams Bolasie Keane Martina are horrific buys. Klaassen is struggling to stand out in an u-23 team. Gueye is average, Siggurdson is average, Pickford is a decent keeper. Vlasic Lookman and Onyekeru were clearly too raw to play first team seeing as one stayed on loan, one has gone on loan, and the other barely used.

His recruitment was just shocking. To think if he’d got his way we’d have probably stumped up 40 Mill for Giroud too.

The transfer budget is somewhat of a red herring though. By its very nature the latest person to manage any club will be the one who has spent the most (obviously if they have been there for any length of time.) as prices continue to rise.

We were in 13th (if I remember correctly) when Walker arrived (Though that may have been when Kendall left, Gabriel was in charged for around 7 games). he did bring in some decent players to be fair (Limpar, Parkinson, Ferguson) but his team selections just went mad, Barry Horne at right back for example in the worst Everton performance I have ever seen against Coventry at Goodison (and there have been some bad performances over the years!).

Onyekeru had to go on loan due to him not having a work permit..
