If no one messes up since the 4 week lockdown and since we have gone back to been in Tiers when they do the official checks on 16th december, I think Arsenal and co [if they start right away] will have 4,000 fans as the virus in the city of Liverpool have gone way down - only 90 people in every 1000,000 up to 3rd December compared to like nearly 800 every 100k in october - but not sure how many have to have virus to class things as been Tier 1/2/3 etc
