They absolutely did recently. Whether that has changed is another question. But Burnley were the best supported club by ratio to population. It's not a big place.

The smallest town with a Premier League club is Burnley, with a population of 73,021, and Burnley FC have an average attendance of 20,092 for Premier League matches. This is equivalent to 27.5% of the town turning out for each match.

May be a couple of years old this like. But the point stands. Just comparing them with Leeds, Burnley accept where they are and accept they may go down and ithey arent above it.

Leeds supporters have this delusion that they are vital to the premier league and that they are missed.
