Terrible tragedy and hate to put a pin in this stuff but contributing factors will be helicopter pilot error and maybe ATC error. Don't know enough about ADSB and TCAS but wonder why these weren't chirping.

TBF I would be looking further afield, at whoever allowed that practice (for an aircraft to enter the final approach path for a major airport at right angles to the approach whilst the airport was in use) - its so obviously unsafe that one wonders how long this has been allowed.

A cynic might look at Trump's bizarre attack on DEI, the air traffic controllers, Biden and Obama and come to the conclusion that this might actually be down to something he or one of his appointees has done.

On the second part, that seems very unlikely. Pilots and ATC all have very specific jobs and political preferences are unlikely
To affect these.

On the first part, it’s a very busy airspace and I’m sure this will be reviewed, but crossing traffic at 90 degrees is probably the safest option because it maximizes visibility and minimizes time crossing paths.

Aye, deflection tactics.
 
The first few companies, institutions or government departments hiring DEI candidates probably got a good deal out of it. They were hiring the best of the best. If your company is forced to employ the next level down of DEI hires then you are in trouble. Hiring the level below that and your in all sorts of sh*t.

Competency matters in some jobs.
