I read somewhere that the arcs were put in ahead of the world cup to accommodate photographers behind the goal because they had to be a certain distance from the nets.

No only if - we were fined & those arcs imposed on the club - Spurs keeper at the time claimed a dart was thrown at him with coins etc - Everton disputed this, but the FA imposed the arcs at both ends of the ground behind each goal ....
