I was too young to understand Bally's greatness so I have to agree with the Nev calls.
The greatest goalie in the world at that time. I wonder when he was loaned out who actually knew how good he really was?
 
All depends on your era I suppose, all time bets then obvs Dixie, Bally etc, best signing as in didn’t see it coming was Reidy and big Nev, Reidy was a wreck when we got him ( as was Andy Gray of course) and nobody expected him to make the impact he did. but for me Neville was the one, absolutely underwhelming signing, turned out to be possibly our second best ever player ( people will argue for Bally, but Nev was world class for longer ( for Everton anyway).
I'm going to assume you mean Neville Southall and not Phil Neville :)
 
There have been many great signings and since the sixties I have been fortunate enough to personally witness, and I hope to see many more.
But the greatest signing was unquestionably William Ralph Dean.
 
Howard Kendall always said Big Nev was his best signing and I think he was the best.

Big Nev always jokingly replied ‘I had to be because of the rubbish you bought in front of me’

Both legends, one gone the other treated like dirt by the club.
