Surely we'd have organised a work permit hearing pronto, considering Newcastle got one for Doumbia within a day?

Don't think do. Martinez said he thought that Niasse would need about 60 (not 16) sessions to get totally up to speed with the PL, but that he was including the matches against Stoke, West Brom and Bournemouth in those sessions. So, he was clearly planning to use him today imo.
