Bellingham is from Stourbridge I think which I think is just outside Brum

Born in a Stourbridge hospital but grew up in Hagley, Worcestershire where his parents still live, its nothing to do with Brum, Stourbridge in the Black Country area, NEVER say they from Brum. You would get the same reaction as calling a Mackem a Geordie

I know he's their best player but surely you could replace him with 80 mill?

It all depends what the selling club want.
If West Ham want to go out and buy someone, there tends to be a 'Premier League tax' for PL clubs.
West Ham are well within there right to sell Rice for what they want.
Especially if City have also entered the race too.
