Its says Burke & Hare Excavations.

Not sure what that means like.

I suspect they've extensively talked to experts about infilling and been given the go ahead. But thats not a replacement for actually trying it. All of the expert opinions in the world cant let you sign everything and go forward without PHYSICALLY trying it. To do so otherwise would be amazingly foolish. There's no way around this step even if 99.9% sure there would be no issues, and much better to do it now then find out in 1 year during early construction.
