England-Ghana got 20k in December for a friendly at Southampton. England-China got 74k for a friendly at Wembley in November. England-Australia friendly in October got 26k at Derby, a near sell out. England-Brazil friendly in October got 27 thousand at Man City.
Although Scouse apathy towards England will have an effect, you'd still expect a crowd more in line with some of those games. Pricing doesn't help. With women's football qualifiers and friendlies you need to be doing deals on family tickets and letting kids in really cheap. That's how you sell the tickets for those games. Then when you get them in the ground the club can make their money on food and drink in the ground.
