I'm really not sure that's any sort of issue here to be honest. It's quite scary that you've somehow managed to make it the fault of the 16 year old victim, although not altogether surprising.

I'm not trying to make it anybody's fault - although you are trying to imply there's an issue with my view that it's a bad thing to do, but the woman had to make some sort of effort to actually see what he was doing. Its not like he was stood on the street in front of her.

I know that women deem me responsible when I choose to look at their fun bags, but there is no responsibility at all on this woman who chose to look into a van at this man's crotch?

Now to make it totally clear - I don't condone this moron's behaviour in any way and he is clearly the one in the wrong.
