There could be a middle ground :

Thread ban the tedious spanner from every single thread, but let him have his own thread, something like - @Frank. the tedious bore quick reply box.

That way he gets to spout his usual utter nonsense, gets the attention he craves and also stops him clogging up every other thread with boring drivel.
