Before joining Forest Cooper managed Swansea where he had Conor Gallagher, Mark Guehi and Gibbs-White on loan. All from the same World Cup squad. Players he trust.
 

He has been out on loan and has two years left on his contract. Meaning that Wolves have two options. Sign him up on a new contract or sell him this summer.

Gibbs-White will and should not sign a new contract without guarantees that he will get minutes. Wolves try to convince him.

When Forest, Palace and Everton all want to pay big money for his signature, he has reason to believe that he will get minutes there.

In addition the Chinese owners at Wolves does not seem to want to spend much this summer. The club will need to sell to buy. And by selling Gibbs-White they get money in without weakening the squad from last season.

If he isn't good enough for them then why would we take him.
 
If reports are correct the price is too high.
We must be able to identify similar prospects for less outlay.
We have the whole world to scout after all.
