Yes he's mainly about potential. But If someone had told me 3 years ago the blues would sign good players with their best years ahead of them from the likes of juventus and Barcelona I would not have believed them.

So basically from the teams mentioned we’re down to West Ham who lost one of their top players and bought 2 in and Leicester who bought back a loan player (like we did) and bought one other in Perez. They’ve now lost arguably their best player.
Oh and villa.
