Using 1,112% increase in college costs (since 1978) as a scary number, because nobody in the main understand numbers (or time, for that matter).

It comes out to less than 7% annually, which is scary enough, but the 1,112% is an ill-intentioned number meant to create a certain emotional response in the reader
 
People that use % the wrong way, no matter whether intentionally or by ignorance.

Probably mathematically correct, but a tad devious as you suggest.

Political parties have been known to resort to this sort of skulduggery in relation to budgetary spending when trying to con the electorate at election time.

What was that about lies, damned lies and statistics?
