People who hog the middle lane on the motorway when the inside lane is free.

This isn't minor. It's selfish and stupid and dangerous, and should be policed far more aggressively than it is.

People hogging the middle lane when the inside lane is empty are breaking the law (keep left unless overtaking) - if they don't REALISE they're breaking the law then they're breaking a second law (driving without due care and attention). If they KNOW that by hogging the middle lane they're breaking the law, but the do it anyway, that's ANOTHER law broken too (driving without reasonable consideration for other road users). They directly cause traffic congestion and indirectly cause accidents.
