The three points you make can easily be reversed the other wray though. Especially since you say can they do it every week?.. Do they not have had to do something rather consistantly to get to this stage of the tournament? For example Fer has played the majority of his names for Twente this season has he not? He only makes the bench!
Also this isnt a major tournament, its an u21 tournamnet, prices don't raise that high unless that particular player was already touted before hand. Maceo Rigters went to blackburn for a small fee after impressing in 2008 or 2009 or something. Yet drenthe went to Madrid for a decent amount.
My opinion is that if a palyer stands out this tournament, then you should scout them throughout the season and move in January,s ee if they can do it each week. IF you liked a player before and he did well int eh tournament, then move for him quickly.

Brazil, Spain, Italy etc, Pirlo defo didn't score that cracking freekick for the under 21's.
If a player stands out this tournament then he will be scouted by several teams, therefore the price rises and worst case scenario you get into a bidding war with the rich teams taking a punt.
If however you've spent a lot of money on scouting as we do, if he's good enough he should already of been on our radar or signed.
If he's on our potential list and has a cracking tournement, we'll probably miss out.
Best case scenario is we've scouted someone, decided were going to go for him and he fails misearably as that may reduce his value slightly.
Only rich teams can scout global tournements for potentials, teams like ours have to spend our money on as near to guarantees as is possible.
Tournements are better for selling than buying unless you have the money to take the risk. As for the week in week out thing.. There are some terrible teams out there, you don't have to be very good to get in some national teams, hell Emile Heskey got in ours and he was awful.
