I would have thought that an 'official bid' would have been made weeks ago. If we haven't even started discussions yet then we are miles behind on the deal compared to where I thought we would be by now.

But if an official bid was made weeks ago, we would had sent officials out to him and get a deal signed as soon as possible, because you know Spurs would had bidded £1mil more with the hour.
