Even if the police know a potential target they can't simply pick them up and detain them until they do something to warrant detention nor can they watch every one of their watch list people 100% of the time.
Every incident this comes up and every incident the police and well CIA/MI5 and whatever the french and German equivalents are spend time going over just how hard it is to watch everyone of them and prevent these attacks.
Unfortunately scum or not they cant simply arrest and detain them the law still applies.
A lot of radical types are all mouth and spend their entire life without committing a violent attack and although they are scum like i said above you can simply arrest all of them just because they might be into committing a hanus act.
Of course if they conspire and plan and the cops did nothing then i would take issue but we know time and time again the cops and authorities have rounded up plenty of conspirators and plotters
