The problem in Scotland is that 50-60% of the whole country support Rangers or Celtic and not their local team. Also, the fans of the smaller teams are ageing and not much was being done to replace the old codgers with kids. This is getting better now though with cheap family season tickets etc. Further, there are also just too many teams in Scotland from tin pot towns that pad out the league like Ross County making it a bit of a joke.
The SPL (or at least Celtic and Rangers) was a lot better 10 years ago, with Celtic and Rangers regularly making it through the group stages. There's also been a huge problem with Celtic and Rangers destroying the decent-good prospects by buying up any kid who seems half decent. This ruined a lot of good prospects and made the league less competitive. This isn't a new phenomenon but it seems to be stopping now with the demise of Rangers.
Hopefully Scotland can get developing footballers and not fat bastards and see a bit of a German style revolution.
