Just watched this; agree it was decent and well acted. Thought the ending was moving, visually stunning and clever.
However, I went on the Wiki for the page, to try get some answers but now I think I’ve seen a different movie...

L.A. is in the grip of Mob Boss - Sean Penn.
The only straight police chief - Nick Nolte, forms a spectre squad of Detectives to wage a secret war on Penn.
Slick, but despite the fantastic cast it’s all style over substance.
That looks like something straight out of the 1990s. I wonder if they intentionally designed the poster to make it look dated and old fashioned.
