They did... before sky made budgeting an obsolete pastime, now you can offer crazy wages to keep players, buy new players and still not have to sell.

CL matches are usually dull beyond belief aswell due to the away goals rule prohibiting home teams from going on the attack.

Plus becuase of the nature of selection there are some awful teams getting into it from piddling little countries.
