There's no benefit to lauding and overhyping an 18 year old - it inevitably increases expectation.
In honesty it is not my job too, but yes I do monitor output. Compared to most other clubs, the level of exposure our young players get is minimal. Most other teams have extensive highlights, some live stream games, some even have their own TV channels who show all of their games and will spend time in the build up picking out key players to watch out for well beyond a twitter post. Often these teams aren't even premiership teams either, Birmingham live stream their youth cup games!
I am not sure what you mean by "behave" around conspiracy. You seem to be taking the position that the club are building up Dowell deliberately and it is connected to the fans. I don't agree with that analysis, I just think there's a lot going on at once. No other clubs might not be putting out 3 facebook updates/twitter posts in 24 hours about an under 21's player, but I doubt very many have as little to shout about as we do.
I agree with your sentiment though, you have to be cautious with young players. I was criticised by people saying Connolly shouldn't have played the derby, for reasons you are identifying, he wasn't ready. In the remaining 4 fixtures Dowell is.
We don't have anything to shout about, as the kid hasn't done anything in the first team yet and therefore shouldn't be depicted as the second coming by the club, scrambling around looking for positives to disguise the negatives and heaping completely unnecessary pressure on the lad himself.
When we should be shouting is when he actually makes it naturally to the first team and does well.
