If Seamus retires in the summer it'd make sense to sign Kenny as back up to another RB we'd buy.

In that event we'd have:

New starting RB
Kenny as his deputy
Patterson out on loan to acquire defensive skills

(all assuming we stay up).

The fact we are considering this suggests that people in charge of transfers at the club have seen what we can spend this summer and decided that a back up right back is far down the list and it’s better to pay Kenny a low level PL wage to keep him and then even get some money back at the end of next season.
