Mike Pence's approval rating as Governor in Indiana was 40%. He was the most unpopular incumbent Governor in the entire country, facing an uphill battle to win re-election against a guy he beat by only 3% points 4 years earlier.

His state as in Bidens home state? Or her state?

Either way its a moot point simply because its a whole different position. People if asked maybe less inclined to have issues with her being a VP than the top job.

Also she was up against Sanders and Biden. Even Warren was seen as a stronger candidate. She was never going to beat either one of them. She was never going to be the favorite female candidate either.
