Only way I could see that working at that figure would involve so e form of weird deal where we actually bought him and city agreed to make up the difference for his first year of wages

Yes maybe, and £12m has been the figure touted now for so long. I know it's smoke and mirrors, but optically, a loan based on a £90k pw salary plus a 'fee' looks better than a £250k pw salary deal - not least from the point of view of the club's wage structure.
