Surely there must be some wording in the regulations around intent. For all their faults, the EPL will never be able to document rules against every individual transaction that a club could dream up, much like HMRCs GAAR regs acts to enforce the spirit of the overriding regulations.

It is why Leicester, Forest, and us get points deductions and City and Chelsea never will.
