This. We will spend more, but that expenditure will be on wages rather than transfer fees.
As has also been said, our position relative to our Premier League rivals remains unchanged, as they get exactly the same money as we do. To improve relative to them, we'd need to get more money than them, which we aren't.

There will be a few problems related to the new influx of money
1) As noted above, everyone gets the increase, so do we benefit realtively?
2) Foreign clubs will take note, and may start asking inflated fees knowing Prem clubs have extra cash to spend, thus finding 'bargains' may become harder
3) Again, as noted above players will probably expect a slice of the pie in terms of wages, which will swallow up the additional resources.
4) Again, as noted elsewhere, The banks may well demand a slice.
5) Bill will be putting on a one off extravagant showpiece of his new production in Hyde Park. Purely as an ego project to show the world he could have done the olympics openng ceremony better than Danny Boyle. It will feature aliens, a laser show and David Beckham. As well as a myriad of dancing pricks and silly clothes. That won't come cheap. Roughly the cost of a Baines or a Fellaini. Watch this space...
