The rule is that you can only have a maximum of 17 non home grown and it does not matter how many home grown players you have. Man City only have a few home grown but then have a smaller first team squad because of it. We could go into next season with 4 home grown players and 17 non home grown and have a squad of 21. Also think there is a limit of 3 of non EU players as well.
