The question isn't why are they allowed to hug.

Public Health England requested CCTV footage from the tunnel at Wembley to see exactly how long Mount, Chilwell and Gilmour spoke for. PHE then deemed it long enough for them to have to isolate. That’s from my mate who works within the FA. Said they’ve been “done like a kipper”.
