Yes, they were.
Dalglish was superb, one of the very best forwards in Europe for a decade. But he never did it for Scotland at the World Cup, despite playing in and scoring in three. He was never the same player for Scotland in a finals as he was for Liverpool.
Souness was also superb. He, funnily enough, is precisely the kind of player England currently do not have and badly need: the fella who takes the ball - demands the ball - from the back four, knits up the play, dominates the middle of the pitch, and chips in with a few goals. A marvelous all-round midfield player. You didn't play as a foreigner in Italy in the 1980s unless you were special. He was there with Falcao, Platini, Socrates, and Brady.
Law also played in Italy and is legendary. Hansen is, arguably, the most over-rated of the four, but he was integral to that Liverpool side who were one of the very best in Europe for a decade. His record rests on those European Cups and his domestic performances. He never really did it for Scotland - as his ridiculous collision with Willie Miller in the 1982 World Cup match with the USSR attests.
