Cesaro just isn't very good.

I consider Cesaro to be one of the finest all round wrestlers in the WWE.

Perhaps if the WWE had a clue how to book wrestlers these days it would show more. I don't believe they will make much money out of him while humiliating him with a xenophobic gimmick.
