When a wrestler throws his opponent into the ropes, why doesn't the opponent just stop at the ropes instead of turning round, bouncing off the ropes and run straight into clothesline/dropkick/whatever....

Also when a Figure 4 is applied, why does the ref sometimes count a wrestlers shoulders down (when normally you have to have atleast an arm on your opponent's chest before he begins counting a pinfall)?
