Nope. Countries are allowed a max of 7 teams in Europe. If Wolves won Europa, England would have 5 CL spots and would lose one of their 3 Europa spots. Arsenal gets the first one for winning the FA Cup, and 5th placed Leicester would get the one vacated by Man City winning the League Cup (and they would then have to go through qualifying). 6th placed Spurs would get nothing.
