I don't think it's the issue of clubs using finances to buy from other clubs. It's that clubs do so even after the season has started. Which is the crux of what they're saying atm.

Wouldn't be hard for the club to set a deadline of their own for any sales though would it? For instance, they could have said to Chelsea that if you want to buy Stones then you have to make us an offer we're happy with by the end of July or that's it for this window. Not that hard is it?
